Goverment Jobs being Taken Over

For the past six years, I've observed serveral people whom are trying to get a federal job. Most of them have had many interviews but never got there big break. Many of those jobs were won by citizens that were not born in this country. As I visited and look around some of these goverment offices, gatherings, ect, I see that they are more foreigners working for the goverment that natural born Americans. Is that far? Are we being taken over? I can't say if it's a racist remark to make but in my own opinion, I feel that the veterans who are coming back from Afganistan and Iraq should be the first to get a goverment job, then the experience Americans, then the non-born citizens should get a chance for a goverment position.
